Gender differentiation of payment for labor in Ukraine

Views: 1779 Downloads: 663 TO CITEIn spite of the large number of normative and legal documents dealing with gender issues, a problem of ensuring equal rights of men and women does still exist in Ukraine. The article is mainly devoted to the gender inequality of payment for labor. The purpose of the study is to highlight the peculiarities of gender asymmetry of payment for labor, to outline directions for reducing it, and to make proposals on achieving gender equality of payment for labor. The labor market analysis in 2013-2017 showed that gender gap of payment for labor depends on the type of economic activity. The study also found the largest gender-based payment gap in the highest legislative body, the Ukrainian parliament, due to the small number of women in its composition, which in some way affects all social sectors. In conclusion, a number of gender differentiation features in payment for labor were singled out. The authors had proposed ways to overcome the gender gap and suggested appropriate measures to be taken. It is necessary to establish gender quotas in the parliament and to impose fines for their non-compliance, a similar proposal applies to senior positions of state institutions. There is also a need to inform society about the topic under study, to develop programs for women in rural areas, and to introduce indicators of gender inequality in enterprise reporting.

This has led to increased requirements for managers’ professional and general competencies. Hence, the higher education system should be reoriented, considering new challenges and needs of the labor market. This study aims to identify the demand for current management competencies in the labor market for the positions of state and corporate management specialists and develop a theoretical and methodological basis for updating the standards of higher education in Ukraine. This paper employed statistical analysis and grouping to identify the demand for management skills in the labor market of Ukraine by processing 4,500 job advertisements at job websites. In addition, sociological and expert methods were used to confirm their demand among Ukrainian employers with an expert pool of 101 experts with more than 3 years of management experience. As a result, current management competencies are highlighted. The demand for them is confirmed by the high frequency in job advertisements (expertise in professional activities – 100%, leadership skills – 71%, digital skills – 65%, organizational and communication skills – 59% each, strategic skills – 52%) and by the expert survey. This made it possible to develop a model of management competencies, which is a theoretical and methodological basis for updating the standards. Furthermore, this comparative analysis revealed that there are no specific skills in the standards for master’s training.

Views: 1010 Downloads: 494 TO CITEThe new realities caused by military actions as a result of russian aggression have led to adverse consequences for the Ukrainian economy, which negatively affects the state of higher education, in particular the quality of working life of workers in this area. In such circumstances, Ukraine needs to take measures to improve the quality of the working life of scientific and pedagogical workers and improve the methodology for its assessment. The purpose of the paper is to theoretically substantiate the determinants of the quality of the working life of scientific and pedagogical workers and to provide a scientific and methodological justification for the system of indicators for its assessment. The study analyzes scientific approaches to the concept, essence and assessment of the quality of the working life of scientific and pedagogical workers. It also classifies the determinants of the quality of their working life, the main of which are financial, organizational and legal, managerial, and security. The following key components of the quality of working life are identified: compensatory (material), “decent working conditions”, “social security”, “development and self-realization”. The author’s approach to understanding the concept of the quality of working life of scientific and pedagogical workers and its assessment is presented. Based on the principles of the Strategy for the Development of Higher Education in Ukraine for 2021–2031, compiled by the Ministry of Education and Science of Ukraine, a system of indicators of the quality of working life of scientific and pedagogical workers has been formed that correspond to its strategic goals and operational tasks.

The full-scale Russian invasion has profoundly transformed Ukraine’s regional labour markets, making the capacity of these markets to withstand shocks, adapt, and recover highly relevant to the design of evidence-based employment policy. The article assesses the resilience of Ukraine’s regional labour markets under conditions of full-scale war and identifies patterns of their territorial differentiation. To this end, an original composite methodology combining quantitative and qualitative approaches was developed. The study examines the processes by which regional labour market resilience is formed and sustained under crisis conditions. The methodology combines quantitative and qualitative approaches: a system of 11 adjusted indicators is constructed (business activity, entrepreneurship, investment, employment, performance of employment services, and institutional support), with weighting coefficients determined through an expert survey of 24 specialists; normalised partial indices and an integrated composite resilience index are calculated, followed by a cluster analysis of the regions. Calculating the composite index for 25 regions based on 2023 data reveals significant territorial differentiation: the highest resilience is demonstrated by Rivne (0.748), Ivano-Frankivsk (0.708), and Poltava (0.697) regions, while the lowest is recorded in Luhansk (0.114), Kherson (0.285), and Zaporizhzhia (0.381) regions. The cluster analysis identifies four groups of regions and shows that proximity to the front line is not the sole determinant of labour market stability: institutional capacity and governance quality play an equally important role. Thus, the findings substantiate differentiated directions for regional employment policy and can be used by government authorities, employers, and international partners in shaping a post-war labour market recovery strategy for Ukraine.
