The relevance of the topic of this article is determined by the fact that the modern historical period of the development of the Ukrainian state and society requires fundamentally new approaches to the organization of the state administration system, which should consolidate Ukrainian society, fully utilizing the potential of the Ukrainian people in the fight against the aggressor. Creating such a system requires full feedback between society and the state, which can be organized by an effectively working system monitoring the state of public administration. The effectiveness of administrative reforms in the country and the transformation of Ukraine into a modern European-type state will depend on the extent to which this system will meet the real problems of the state's social, political, and economic development. The purpose of the article is to understand the monitoring principles of the formation of the system of public administration in Ukraine and to develop a system of indicators that characterize the state of public administration, taking into account the problems and challenges currently facing the Ukrainian state and society. This article explores the public administration system as a state governance tool, ensuring communication and interaction between society and the state. It also studies the possibilities of monitoring the state of public administration on the basis of defined criteria relevant to the modern stage of state formation. The methodological basis of the study was a systemic and evolutionary approach, which made it possible to consider the problem of public administration in terms of the transformation of public administration into a management model, identifying its characteristic features, and investigating the dialectical connection and opposition of two systems of public management - public-administrative and public- liberal, offering a system of indicators relevant for Ukraine that characterize this model. Accordingly, the work used the methods of comparison and decomposition of the management model to develop indicators for evaluating the effectiveness of the public management system As a result, a system of indicators was formed that makes it possible to monitor the system of public administration in Ukraine, which creates conditions for organizing feedback between the state and society.
