Autonomy of the system of higher education in the conditions of integration of Ukraine into the European educational area

In the conditions of Ukraine’s integration into the European educational area, it is vital to follow the trend of democratization of the society and obtaining freedoms in various spheres of the Ukraine’s development. Therefore, the concept of university autonomy is one of the key in development of the Ukrainian higher education system, whereas obtaining additional freedoms in management of the higher educational institutions
enhances its competitiveness. The concept of autonomy has a dual nature, thereby impacting the need to determine such a level of autonomy that would ensure high quality of higher education in the frame of the country’s national development. The article analyzes methodological approaches to calculation of autonomy of the higher education system in Ukraine. As a result, the methods of the European University, which include examination of autonomy by four components: organizational, staff, financial and academic, are chosen for the research. The development level method and the cluster analysis are selected as mathematical tools. Following the development level method, an integral indicator for each component of autonomy is obtained. On the basis of calculation, it is determined that Ukraine has a low level of autonomy across all the components. Through the use of the cluster analysis, 5 clusters of autonomy of the higher education system are built, whereupon they obtain their economic interpretation. Analysis of the Ukrainian higher education system’s place in the European educational area shows that the system of the Ukrainian higher education is categorized within the cluster with a low level of autonomy.

The main stages of the rental policy have been identified and analyzed, such as transformation of socio-economic relations; role of state regulation of the rental policy. Nowadays, in a context of transformation of rental policy and socio-economic relations, state administration should form social values through the environmental use and consumption of resources and implement a saving policy on the natural resource extraction. With the help of the implementation of the collaboration mechanism, the interests of the parties to the collaborative alliance regarding the redistribution of rental income received from the natural resource extraction may be taken into account.
In addition, attention was focused on the necessity of optimal distribution of rental income from the extraction of natural resources in the conditions of the collaborative alliance. The research showed that the convergence of interests in the system “state – society – fuel production enterprise” is today the priority form of cooperation in order to form the socio-environmental responsibility in the extraction and use of natural resources, to motivate behavior of the local community with the support of the scientific and expert group on the redistribution of part of the rental income on restoration and development of the territories, as well as to implement a saving policy on the use and consumption of resources in order to preserve them for future generations. -

Information services contribute to the competitive economy, to the provision of optimal conditions for human development, and the implementation of effective democratic procedures. The results of the socio-economic development of Ukraine testify to the growing lag of the parameters of its competitiveness from many countries of the world and to the strengthening of differentiation in the regional development. Since the regional environment today largely determines the competitiveness of the entire national economy, it becomes important to discuss the appropriate methodological tools for assessing the development level of information and communication infrastructure (ICI) in the regions of Ukraine.
Given the necessity of solving a specific problem, a methodological approach to assessing the development level of ICI is proposed, which is based on the calculations of integral indicators by the entropy method and aimed at the implementation of a group of economic regions in accordance with its defined parameters. The improved methodical toolkit takes into account consistent stages of the system for estimating indicators, which allows to analyze and evaluate the levels of ICI regions development and to obtain the value of specific digital divisions between individual regions.
The implementation of the proposed scientific and methodological approach allowed to obtain the results of the assessment of the ICI development level, to allocate regional clusters depending on the ICI development levels, to identify factors that restrain the ICI development in the regions and to propose recommendations for their elimination. -

Regulatory and legal measures of the agrarian sectors sustainable development within the regions in crisis where conditions have been developed.
The structural scheme of the system of state regulation for pricing of the products in the agrarian sector has been developed. The algorithm for the state regulation of prices for the agrarian market is proposed.
It is proposed to construct of an effective management system of sustainability agrarian sector development of the region to combine all actions of management subjects of agrarian relations by the following elements: state regulation, market self-organization, management of agrarian sector.
Currently the most optimal agrarian sectors of the region have an innovative development scenario in which innovative resources are used, shifting resource-technological equilibrium in the direction of production growth through more efficient use of natural, financial and other resources as an additional source of sustainable development of the regional agrarian systems.
A targeted model of sustainable development of the Vinnitsa region agrarian sector has been developed on the basis of an innovative scenario that envisages achieving this by giving the agrarian sector of the region the main and basic guidelines of development by means of organizational and rational interaction of agroindustrial regional system with the external environment, ensuring its ability to self-development, efficiency of functioning, flexibility and adaptability.
