Views: 1214 Downloads: 214 TO CITE АНОТАЦІЯThe article highlights the necessity of ensuring the interests of the state, commercial banks and internally displaced persons. The analysis of the scientific literature has shown that there is no the problem of this kind in the European countries. So wide “hybrid warfare” in the world history is being waged on the territory of Ukraine. The world has not encountered similar problems. The extensive research of the scientific literature has shown that Ukrainian scientists attempted to solve the problems of bank management, the market of deposit services, the relations of commercial banks with the National Bank of Ukraine, the management of banking system and risks, etc. The relations of three participants (internally displaced persons, commercial banks and the National Bank of Ukraine) in the deposit market of Ukraine have not been under study yet. This paper explores the ways in which it is possible to combine the interests of the state, internally displaced persons and banks and find new sources of banks’ credit resources. The methodological approach taken in this study is a mixed methodology based on dialectical method, formal-and-logical method, logical-and-juridical method and methods of analysis, synthesis, and comparison. The uniqueness of the problem for the economy and social sector of the European countries is determined; the ways of the state support of citizens-investors in their economy and national banks are explored and some important changes in the Ukrainian legislation are studied.

Views: 1052 Downloads: 141 TO CITE АНОТАЦІЯSustainable society development distinctly entails the issues of sustainable use of land and especially soils, which are the place and condition of human activity, the means of production that provide absolute value, and a unique natural resource. Ukraine possesses nine percent of the world’s black soil (chernozem) resources, which necessitates the development of sufficient economic and legal mechanisms for their effective use in ensuring food security within the country and worldwide, increasing the export potential of Ukraine subject to the soil quality restoration, and determines the scope of this work. The land reform in Ukraine as a component of economic reform has led to a significant deterioration of agricultural land, loss of humus from soils, their degradation, and other negative consequences threatening the country’s economic security and generating socio-economic and demographic crisis phenomena, especially in rural areas. Therefore, the study has identified priorities and has proposed the use of contractual mechanisms in the field of sustainable socio-economic use of land resources. The authors applied an integrated approach to the analysis of sustainable land use issues to achieve the study objective. This led to the use of a wide range of methodological tools, in particular, the dialectical method, the formal logical method, the logical legal method and the methods of analysis, synthesis and comparison. Defined provisions that determine the economic and legal mechanism of land use and should be ensured in the process of sustainable development: meeting the needs of landowners and other persons, including the priority needs – environmental and food security; an increase in the area of land not involved in the economic turnover, the adoption of measures aimed at the preservation and restoration of agricultural land, in particular compliance with the requirements for crop rotation, and, in some cases, their conservation; introduction of contractual relations in the field of land use.

Assessment of financial and economic security of the region (based on the relevant statistics of the Donetsk region)

Views: 1286 Downloads: 150 TO CITE АНОТАЦІЯIn the article, the indicators of financial and economic security of Donetsk region are analyzed. The task of setting statistical estimation of financial and economic security of the region in modern conditions is based on the official materials of the State Statistics Service. For the possibility of further econometric modeling and forecasting, only quantitative indicators are used. This approach limits the number of evaluated indicators, but is considered the most objective. The analysis of financial and economic security is carried out in the context of two spheres of regional development: economic and social. The conducted analysis of the dynamics of the main socio-economic indicators of development of the Donetsk region for the period 2012–2016 allowed to identify the main trends characterizing the development of the region’s economy; provide an assessment of the financial and economic security of the region and identify some “problematic” places of financial and economic security in Donetsk region. Some of the most acute problems were identified in the assessment of financial and economic security and the features of state-legal provision of financial and economic security in the present conditions, as well as the proposed algorithm for monitoring the financial and economic security of the region. The analysis allowed to identify some “bottlenecks” of financial and economic security in the Donetsk region and to demonstrate that close attention and monitoring are required by the level of capital investments, the level of unemployment and the share of households with incomes per month below the legal living wage. The study enables to minimize the risks to form effective directions in assessing the financial and economic security of the region and proposes to optimize on a legal basis the whole mechanism for ensuring the financial and economic security of the region. As a result, the research revealed the most acute problems in assessing the financial and economic security of the region and proposed an appropriate algorithm for monitoring its level.

Addressing the issue of corporate raiding in Ukraine

Views: 706 Downloads: 148 TO CITE АНОТАЦІЯThe phenomenon of “raiding,” i.e., the unlawful establishment of control over the property or governing boards of an enterprise, as well as the seizure of its shares, has been reported in all countries of the world for many decades. This phenomenon has the most dangerous forms in the states with the underdeveloped economy and legal system, particularly in Ukraine. The paper aims to determine the areas for counteracting and overcoming corporate raiding in Ukraine and to provide proposals for improving the legislative framework for reliable protection against attacks on the enterprises’ property.
The information in the paper, including the geography of raider attacks, indicates a greater vulnerability of enterprises in the most economically developed regions, with extensive transport infrastructure and the prospects for various industries and sectors of the economy development. The state should take some steps to increase the level of enterprises protection against raider attacks. Thus, to improve the quality of preventing and combating corporate raiding, this paper argues the need to develop and adopt the Corporate Property Protection Code of Ukraine. The introduction of the raider attacks register will be an effective measure to warn potential investors and counterparties about the dangers of cooperation with certain companies. The state register should be bilingual (Ukrainian and English) and contain information on the attempts and cases of raider attacks on property and corporate business rights. Also for further innovations in starting a business, Ukraine must pay attention to New Zealand’s and Finland’s experience.
