Research Analyst and Historian, Cuban-Haitian Task Force, U.S. Department of Health and Human Services (DHHS), Washingt¬on, D.C. Under assignment by the Office of the Secretary of HHS and with successive Presidential appointments, served as the principal research analyst and Historian of an inter-agency group convened by the White House to coordinate federal policy toward the Cuban and Haitian mass asylum emergencies of 1980; collected and organized the government's historical record for deposit with the National Archives and the Carter Presidential Library (1980-1982).
